If goons are evil, then can we presume that them and their pets are an axis of evil and that you intend to implement some regime change in order to defeat the forces of evil and deliver democratic rule? :)

Killing those renters is not going to make them think twice about renting goon space. It will make them closer to the swarm, and make them hate you. ~logic~
I don't see how killing renters makes them closer to their landlords. Most renters are clueless and believe protection is part of the fee. Renters will not stick around if they are abused to the point of losing billions to roaming gangs/black ops and no landlord intervention.
The only way to break renters is to kill them when they undock. Make them not make any isk (bounties or otherwise) and you will win. As long as the bounty isk rolls in forget it.

It's a subtle difference, but an important one - Evil can still persevere (which I think is the word you were looking for) in spite of the efforts of decent people, but when decent people do nothing, the triumph of evil is assured.
