Miner ganking is one of the most inglorious traditions of EVE for the following reasons:
The first two ships have some tank, but still can be killed by 2-3 skilled or 4-5 noob Catalysts. Their tank serves one purpose: keep solo and casual gankers (most of them) away from you. While these ships are slow, please still don't stand in one place, orbiting the rock gives some extra work for the gankers to warp in. The drones are needed to quickly dispatch belt rats to prevent them putting you to half shields. Please don't even think of Mackinaw, it costs 10x more and tanks 1.5x better with 1.1x more yield.

- It's stupidly easy: when I was doing it, I managed to kill more than 1000 miners all by myself in a month. After waiting out the GCC I just warped to the next, ganked it like I was doing missions.
- It's surprisingly killboard-effective and even profitable. Not only I made 135B kills all by myself, but also 10B from loot. The small ganker alliance CODE became the #7 killer of 2014.
- Miners are often reacting emotionally to being ganked. Such responses - called tears - are valued prizes of grief-gankers. Minerbumping.com is full of such tears for display.
- Accepting this and operating in a low-expense way. This case you just don't care about ganks as they cost you next to nothing. Unrewarded by expensive kill reports, loot or tears, the ganker will soon ignore you. By using retrievers, this method sacrifices some yield but keeps the AFK nature of mining, therefore the high ISK/effort.
- Fighting this and operate in a high-maintenance way: this case you can mine when others cannot and can give the finger to gankers. While some yield is still sacrificed, you cannot be interrupted by gankers. This is preferred for casual and few-account miners and uses Ventures, Procurers and Skiffs.

if I may I use a higs rig: I get close to my rock align to a safe spot and set speed to 3/4's (the warp out speed) by the time I reach my strip miners range I have a full hold. It has the nice effect the moment someone lands on you you are in warp. Of course you don't even have to do that if you just watch local and start your warp the moment you see someone you are not comfortable with.
Also 4 procs with a insta locking captor with drones assigned is pretty good proof against most randoms in null. Never make the drop worth while and your chances of being dropped fall off a ton.

What is the ganker vs ganked costs for [Retriever, AFK Mineral]?
E.g. how much does a [Retriever, AFK Mineral] cost vs how much it takes to kill one AFK? Is the gankers' cost mainly the 2-3 Catalysts net of insurance or are the tags significant?
The catalyst costs are near zero. Their "cost" is in opportunity. They can't gank everything due to limited time (fact: most miners are not ganked), so they should pick juicier targets than an AFK ret.
I would let them destroy my empty pod. And put a bounty on them for 1k. Bounty hunters need content too.
I'm admittedly out of practice but I remember having to hit warp to celestial before your ship blows up because there's a client delay in showing the explosion (I.e. the server thinks that you are dead noticeably before you see it on your screen.) So you want the server to get the safe warp command as soon as it thinks you are in a pod, not after your local client displays you are in a pod, plus reaction delay, plus net delay.
In previous fits you've used Hornet EC-300 drones as some kind of deterrent, if I remember correctly. What's the reason for not using those anymore?

When I try to fit the modulated strip miner II I am running out of power. I'm relatively new so I'm not sure what i'm missing

No what you do is put a bounty on thier head but sell off you kill rights to them. So at any time someone can pay to kill them.
